{"id":2241,"date":"2011-01-31T08:32:54","date_gmt":"2011-01-31T08:32:54","guid":{"rendered":"https:\/\/www.empowerbpo.com\/blog\/?p=2241"},"modified":"2023-03-01T17:21:23","modified_gmt":"2023-03-01T17:21:23","slug":"minimal-health-it-standards-data-control-are-a-start-for-learning-health-system","status":"publish","type":"post","link":"https:\/\/www.empowerelearning.com\/blog\/minimal-health-it-standards-data-control-are-a-start-for-learning-health-system\/","title":{"rendered":"Minimal health IT standards, data control are a start for learning health system"},"content":{"rendered":"<p>By Kathryn Foxhall<\/p>\n<p>A minimum of required health IT standards and centralization of data is what\u2019s needed to foster the best climate in which to develop a\u00a0<a href=\"http:\/\/www.empowerbpo.com\/\" rel=\"nofollow noopener\" target=\"_blank\"><b>learning health system<\/b><\/a>\u00a0and provide a foundation for its expansion, according to the Institute of Medicine.<\/p>\n<p>These were some of the main conclusions garnered from various workshops held throughout 2010, sponsored by the IOM and Office of the National Coordinator for Health IT, which focused on ways to promote technical advances in health care, generate and use information, and engage patients.<\/p>\n<p>A report on the workshop results&#8211;Roundtable on Value and Science-Driven Health Care&#8211; was published Dec. 20, and laid out various strategies for using IT to accelerate progress in improving healthcare.<\/p>\n<p>One approach to a digital infrastructure for the learning health system is an \u201cultra-large-scale system,\u201d in which a few key elements, such as requirements for health information exchange, are standard. At the same time, participants would have flexibility for innovations, and incremental advances in functionality would be the product of \u201carchitectural precepts, incentives, and compliance assessment, but not by centralized control,\u201d according to the report.<\/p>\n<p>\u201c[By] incorporating decentralization of data, development, and operational authority and control, this approach fosters local innovation, personalization, and emergent behaviors,\u201d the report said.<\/p>\n<p>Participants in the workshops also endorsed incorporating services and research in a \u201ccontinuous learning loop\u201d in which the generation and use of knowledge are integrated in healthcare delivery, research, quality improvement and population monitoring.<\/p>\n<p>Health IT also presents an opportunity to improve patients\u2019 access to health information so they and their caregivers can take a more active role in decisions.
